The leasing company must have a leasing license on file with the DMV. Please verify the license and address of the leasing company before presenting the vehicle for registration. Check this webpage to search for a business license.
- The Connecticut Insurance Identification Card may be in the name of the leasing company or the name of the lessee for registration purposes.
- Note: If this vehicle will be used at any time for a driver test, the insurance card must be in the name of the leasing company.
- An original Power of Attorney document (fax copies are not acceptable) is required that specifies who is authorized to sign documents for the leasing company. The lessee is usually listed as the power of attorney.
- The name and address of the applicant on the application for registration and title (Form H-13B) must be that of the leasing company. The person who has Power of Attorney also sign the application.
Registration requirements for out-of-state leased vehicles
Register a leased vehicle from out of state
Once you have established residency in Connecticut, you have 60 days to transfer a vehicle(s) registration to this state.
Effective October 1, 2021, new residents have 90 days to register a vehicle in Connecticut.
Also, as a new Connecticut resident you have 30 days to transfer your out-of-state driver’s license to Connecticut. Learn more about license requirements for new CT residents.
Emissions testing & VIN verification
The CT DMV requires your vehicle to pass an emissions test and verify your Vehicle Identification Number (VIN), which is also performed at the emissions facility.
Please bring your vehicle, current registration, and driver’s license to your local emissions test facility - find a test center. Vehicles that are exempt from emissions testing will still require VIN verification.
The emissions technician will complete a Vehicle Inspection Report (VIR), which should be presented to the DMV when applying for a permanent registration. We will also give you a copy of the report.
The leasing company must have a leasing license on file with the Connecticut DMV, Dealer and Repairers Division, before the vehicle can be registered here. Please call 860-263-5056 with the leasing company name and address to verify that a leasing license is on file.
Once you have had completed the emissions test and VIN verification, you can make an appointment at a DMV hub or branch office to register your leased out-of-state vehicle with the state of Connecticut.

An out-of-state certificate of title is required. If your leasing company holds the original certificate, you can have them mail your out-of-state title to:

- Upon confirmation of receipt of your title documents, please allow five business days for the vehicle to be processed into the system before visiting a branch office.
- If the original vehicle title is being held by a lienholder who is not present, you may be issued a six-month courtesy registration.
- Power of Attorneyfrom the leasing company is required, and it must show the name of the person authorized to the sign forms necessary to register the vehicle in the state of Connecticut. The person who has the power of attorney must sign the application for registration and title (Form H-13B).
- VIR or VIN verification report.
- A completedapplication for registration and title (Form H-13B). The name on the application needs to be exactly the same as the name on the Connecticut leasing license. The person who has power of attorney must sign this form.
- A currentConnecticut Insurance Identification Card, which you can get from your insurance company. The insurance card may be in the name of the leasing company or the lessee for registration purposes.
- Note: If this vehicle will be used at any time for a driver road test, the insurance card must be in the name of the leasing company.
Buy out your lease
When purchasing your lease buy out vehicle it will be necessary to obtain the following documents and present them to your local DMV office to properly register the vehicle in your name.
- Make an appointment at your local DMV Hub or Limited Service Office and submit the Certificate of Title showing assignment of ownership and indicating release of all liens (if any) and motor vehicle registration certificate.
- A Bill of Sale from the leasing company indicating the sales tax on the buyout option was collected.
- A Federal Odometer Statement properly completed by the leasing company.
- Complete the Application for Registration and Title (form H-13B).
- Provide your current Connecticut Insurance Identification Card, which can be obtained from your insurance company. The insurance card must be in the name of registered owner(s) of vehicle.
- Identification will be required to register a vehicle. Please see list of Acceptable Forms of Identification.
The registration equity and plate may be transferred from the leasing company to you with a letter of authorization from the leasing company.
Note: Vehicles cannot be registered if delinquent property tax or parking tickets are owed or if the registrant has had their registration privilege suspended.
